Why the water gets here so fast

The Lower Colorado River Authority calls the Hill Country stretch of the Colorado River Flash Flood Alley and describes it as one of the greatest flash flood risks in the country, pointing to steep terrain, shallow soil, and unusually high rainfall rates as the combination behind it. The authority runs a monitoring network of 275 automated weather and river gauges feeding near-real-time readings, and notes that once water is released at Mansfield Dam it reaches Tom Miller Dam in roughly an hour and a half. Lake Travis sits full at 681 feet above mean sea level with another 33 feet of flood pool above that, holding 776,062 acre-feet. Those figures explain the local pattern: rain that fell somewhere you cannot see can put water in a building here on a short clock.

The creeks have documented peaks

Small urban creeks carry startling volumes during these events. The USGS gauge on Waller Creek at 23rd Street in Austin, with a peak record running from 1951 to 1980, logged its highest annual peak at 4,020 cubic feet per second and a gage height of 9.00 feet on October 11, 1973. That is a creek most people step over on a walk downtown.
